Evasion

I'm missing something as usual. We have a person that steals money from the company they work for but no charges are ever filed for theft or anything else but finally the <a title="Embezzler pleads guilty of tax evasion, awaiting sentence" href="http://www.billingsgazette.com//index.php?id=1&display=rednews/2004/12/02/build/local/50-embez-evasion.inc" target="_blank">Feds prosecute her</a> on Al Capone style charges. Why were no local charges for theft ever filed? I can't figure why the only charges against her are for tax evasion on the stolen money.
