CBM Settlement

I would really like to know who come up with <a href="http://www.billingsgazette.net/articles/2007/11/05/news/state/22-tongue.txt">this settlement</a>.<br />n<br />n<blockquote>It suggests relatively strict water quality standards for the Tongue River, in line with the state's 2006 rules. The Powder River would be subject to older, less-restrictive standards. And there would be minimal restrictions along two tributaries – Hanging Woman and Badger creeks.</blockquote><br />n<br />nWhat, we shouldn't care about the Powder River or Hanging Woman and Badger creeks? Let's just pollute them all we want as long as we keep the Tongue good. <br />n<br />nWhat really doesn't make any sense is that Hanging Woman and Badger creeks are tributaries of the Tongue. If there are no limits on them, how will that affect the Tongue. Will they be allowed to pollute the Tongue since they have no standards?<br />n<br />nI've always heard a settlement like this makes no one happy. That sure works here, no one is happy but I really think the Governor should not sign this. There should be limits on Hanging Woman and Badger creeks to and then maybe it could be considered.
