Wouldn't the ethical thing to do for the man who beat Former Senator Burns be to <a href="http://www.billingsgazette.net/articles/2007/09/08/news/state/18-tester.txt">return the money or donate it to charity</a> instead of waiting to see if the donation was "legal" or not? I mean one of the big issues in that campaign was shady campaign contributions and Senator Tester really beat Burns up on that and now he does the same type of things?
