How can a program that is mandated by the federal government be considered voluntary? Producer-led? The <acronym title="National Cattlemans Beef Association, shills for the big meat packers">NCBA</acronym> is led by the Meat packers, not producers so how can a program led by the <acronym title="National Cattlemans Beef Association, shills for the big meat packers">NCBA</acronym> be producer-led? Must be some good drugs around to make these statements.<br />n<br />nHe says critics like me are spreading lies about the system.
