Strategic Plan

Was <a href="http://www.billingsgazette.com//index.php?id=1&display=rednews/2005/10/27/build/nation/20-mierswithdraws_v.inc">Harriet Miers withdrawal</a> a blow to the President or was it in his Strategic Plan all along to get the candidate he really wanted?
