Quota

It appears Montana Highway Patrolmen have to make a <a href="http://www.thedenverchannel.com/automotive/4699969/detail.html">certain number of stops</a> while on duty.<br />n<br />n<blockquote>For motorists wondering whether police are working on a quota system, an answer can be found in Montana.<br />n<br />nA new policy requires state troopers to stop at least one vehicle an hour — whether the driver has done anything wrong or not. But the driver doesn't have to be ticketed, so police officials said it's not a quota system.<br />n<br />nState police Col. Paul Grimstad said the rule that took effect Monday is intended to reduce traffic accidents and drunken driving.<br />n<br />nMontana had the highest number of alcohol-related deaths per miles traveled in a National Highway Traffic Safety Administration report released in December 2003.</blockquote><br />n<br />nIf it walks like a duck and sounds like a duck most likely it is a duck. If it looks like a quota system and feels like a quota system it probable is quota system. I guess our Highway Patrolmen aren't smart enough to use their own judgment on such things so higher authorities put a quota system in place.
