Secession

Now, as usual, maybe I am wrong on this issue but didn't Abrahm Lincoln and the Civil War decide against the issue of secession once and for all? <a href="http://www.billingsgazette.com//testdex.php?id=1&display=rednews/2004/03/01/build/nation/85-killington-secede.inc">The Vermont town of Killington</a> obviously doesn't know this fact.
